COSDEV, in partnership with the government of the Brebes district, Central Java, and the Bantaeng district, South Sulawesi.
Dates: March 10 to 14, 2019
In following up on the initial social assessment research made in the district of Brebes the previous year (2018), which recommended that Brebes needed to engage in a comparative study with another district presenting similar characteristics, and which had been successful in alleviating poverty, this benchmark was conducted in 2019 by COSDEV in a two-prong process. First it conducted research in order to identify the district to be visited and selected for the case study. The choice fell on Bantaeng, on a different Indonesian island, for being a success story in poverty alleviation.
In the second prong of the research, COSDEV and the then representative of the regional government of Brebes sent researchers and a person in charge (PIC) to conduct observations and interviews for the collection of data related to the Bantaeng success story in alleviating poverty. They methodically identified and documented the various ways used in this district to reach that goal, This collaborative research between COSDEV and PICs from the Brebes government aimed to engage government officials who later on would be in charge of poverty alleviation in the district of Brebes. Among the results of this collaborative research was the fact that all PICs among the Brebes officials also witnessed and learnt how to identify important data and analyze it in order to design a workable solution for their own district. On the same occasion, the COSDEV research team shared knowledge and skills directly with PICs through experiential learning in order to ensure the sustainability of the solution.
The study shows that the district of Bantaeng has succeeded in reducing poverty percentages through a combination of several programs. However, the most important factor of this success was the establishment of a poverty alleviation unit namely Sistem Layanan dan Rujukan Terpadu/SLRT (Integrated Service and Referral System) and the program called The Center for Social Welfare (Pusat Kesejahteraan Sosial, or PKS) program. The leader of both SLRT and PKS, Mrs. Atte, was in fact invited to share her experience and to encourage the establishment of a similar system and centre in Brebes in 2019. These programs and strategies were eventually implemented effectively. A number of policies, such as budget allocation, institutional strengthening and human resources support were initiated in Brebes, with positive results. Indeed, the Brebes poverty percentage dropped from 17,77 % down to 16,22 % between 2018 and 2019. The information can be accessed at:

Date: August 27-28, 2019
Focusing on the issue of maritime and coastal life, we help in solving maritime problems through several research. Kendari, in the province of Southeast Sulawesi, is an Indonesian city with a majority population of fishermen. Our research was aimed to lead to the solving of various issues in that city. The research offers several recommendations: the use of the active reception approach to coastal development and the use of information communication technology (ICT) to assist local residents in their activities.
The Chair holder of COSDEV, Andi Faisal Bakti, as a keynote speaker, recommended solutions by emphasizing the importance of maritime and coastal life economic development in supporting the livelihood of the people living in coastal areas in Kendari. This approach emphasized the importance of people’s engagement. Within the context, he proposed the involvement of information communication technology (ICT). Indeed, this approach to development suggests that coastal communities and fishermen are to play an active and participatory role in building an independent community with regards to their ecosystem.
Details of the concept were then presented by a chair member, Riza Darmaputra, on the use of the internet as a medium of communication. Technology can facilitate the communication flow among stakeholders to build up community participation. Through participation, communication between local government and fisherman or between fishermen’s is easier and faster. Technology can effectively support the village self-management culture as provided by ICT and fishermen are the major stakeholders in maritime and coastal areas. Thus, they are now more able to resolve existing social problems.
Universitas Halu Oleo is the largest public university in Southeast Sulawesi. In the future, research collaboration with the university will continue to contribute to the development of rural and coastal communities in the Southeast Sulawesi. COSDEV managed to empower people in accordance with the aim of creating social justice, security, and sustainable livelihoods.
